Sir Robert Peel was appointed as Home Secretary in the impudently enlightened Tory Cabinet formed by Prime attend Lord Liverpool in 1822. For these reasons Peel decided to create to metropolitan police force. This administrative structure created served as a model fir the urban& rural police forces that we established in middle 1830s. Furthermore as home(a) secretary Peel likewise reformed the Penal code by removing the death punishment for over 180 crimes and introduced the Gaols Act (1823) as an attempt to improve the foul conditions of the prisons and increase efficiency of the system; he similarly repealed the Combinations act.





The most important part of his career as home secretary would undoubtedly be his support to pass Catholic Emancipation in 1829. Originally he was completely against the mental picture of Catholic emancipation but when Daniel OConnell was elected as M.P for Clare, Ireland, both he and Wellington realised the necessity to pass it to prevent a possible civil war in Ireland. Although a wise and pragmatic decision it came at the expense of the Tory party splitting up completely. It took years for the Tory Party to reform and stabilise, but most importantly the Tories began to view Peel as a betrayer.
